Minutes of a Meeting of the Wickhambrook Parish Council Estates Committee
13th January 2004 at 7.30 p.m. in All Saints Church Meeting Room

Cllr. Wilson apologised for his non-attendance without notice at the meeting on 9th December and thanked Cllr. Harrison for taking the chair.

2. Declarations of interest in agenda items
There were no declarations of interest.

3. Minutes of meeting of 9th December
The previously issued minutes were taken as read and signed.

4. Matters arising
There were no matters arising that were not otherwise on the agenda.
ACTION
5. Finance
The following payment were approved:
 
5.1.1     1086 Suffolk County Council Grass cutting – recreation ground 923.66  
5.1.2       124 Playground Management Ltd Teen Project – RoSPA inspection 428.88 No.2 a/c  
5.1.3     1087 D R King & Son Grounds contract – 4th payment 705.00  
5.1.4     1088 Anglia & Midland Sports Ltd Tennis courts – disabled access 723.80  
5.2 The following payments were noted:  
5.2.1     1079 Anglian Water Bowls Green supply 71.16  
5.2.2     1084 EIBE-Play Ltd Teen Project 14,307.45  
5.2.3       122 Glasdon UK Ltd Teen Project litter bins 386.12  
5.3 The following income was noted:  
5.3.1     Tradition Tiling Donation Teen Project maintenance 25.00  
5.3.2     New Year Party Fundraising Teen Project maintenance 394.00
A further £189.01 in cash from the New Year Party income had been retained by the Clerk against outstanding bills and costs of the Teen Project opening ceremony.
 
5.4 Contract – recreation ground grass cutting. Resolved that the contract with the SCC County Grounds Service be rolled-on for 2004 at cost of £943.47 + VAT. Clerk
6. Teen Project
6.1 Grants
 
6.1.1 Leisure Services. The Clerk reported that the grant of £5,500 had still not been received. Clerk
6.2 RoSPA post-installation safety inspection. The report had been received and was satisfactory. Although the accompanying risk assessment carried a score above the acceptable level this was mainly due to installation work that was incomplete at the time of the inspection. Work completed before the site was opened for use brought the score down to an acceptable level and it should be reduced further when outstanding works are completed. The inspector had approved the site for use and had agreed to photographic confirmation of completion of outstanding items. Clerk
6.3 Outstanding work. Completion date awaited. Clerk
6.4 Litter bins. Received and awaiting installation. Clerk
6.5 Notices. Wording being confirmed. Clerk
6.6 Routine safety inspections. The Clerk reported that he had carried out weekly inspections and that no safety issues had arisen. Inspection checklists are being prepared. Clerk
6.7 Insurance. The Clerk reported that he had advised the insurers of the additional cover needed.  
6.8 Official opening. P. Miller reminded all present that the opening ceremony had been arranged for 31st January.  
7. Tree Warden's Report
 
Nothing reported.

8. Cemetery
8.1 Metal gates. Post repair ordered.
 
8.2 Inspections. No report available.  
9. Playground
9.1 Routine safety inspections. J. Shaw reported that she had carried out regular inspections but no new issues had been identified. However there were signs that other support bars on the Junior Climber were moving in their sockets. The Clerk agreed to adjust the securing cams.

9.2 Maintenance.
 
9.2.1 Gate catches. Catches to be fitted to second pedestrian gate and vehicle access gate. JW
9.2.2 Senior climber. Safety mats to be installed when weather permits.

9.3 Disabled (special needs) access. The Clerk reported that he had downloaded an internet copy of the Government sponsored report and would circulate it.

10. Six Acres
 
10.1 Disabled access to Tennis Courts. The additional gate had been installed. The Tennis Club had been requested to seek quotes for the access path. Clerk

10.2 Disabled access to the Bowls Green. The Chairman of the Tennis Club had agreed to discuss this with the Bowls Club and report back.

10.3 Inspections. A report from A. Mitchell was tabled. More rabbit holes had been noted and would be attended to.

 
10.4 Football goals. No response had been received from the Football Club to the request to remove the small goals.  
11. Village Greens  
11.1 Genesis Green. The Clerk reported a request from a resident for signage of the Green to facilitate identification as an incorrect delivery of goods had been experienced. The Clerk was instructed to investigate. Clerk
11.2 Signage of Greens. Cllr. Wilson suggested that as the number of greens is a feature of the village it might be appropriate to consider special signage of all of them. The Clerk offered to investigate whether grants are available for this purpose. Clerk
11.3 Moor Green protection. P. Miller reported that the No-Parking signs had still not been completed. It was agreed that the order be placed with an alternative supplier. PM/Clerk
11.3 Attleton Green incursion. There appeared to have been no further progress with clearing.
