Minutes of a Meeting of the Wickhambrook Parish Council Estates Committee
9th March 2004 at 7.30 p.m. in All Saints Church Meeting Room

1. Apologies for absence
No apologies had been received

2. Declarations of interest in agenda items
J. Shaw declared interest in Moor Green, Vehicle access – minute 11.3.2.

3. Minutes of meeting of 10th February
The previously issued minutes were taken as read and signed.

4. Matters arising
There were no matters arising that were not otherwise on the agenda.
ACTION
5. Finance
 
No financial matters raised.  
6. Teen Project  
6.1 Routine safety inspections. The Clerk reported that he had carried out weekly inspections. No new safety issues had been noted.
 
6.2 Outstanding work. The Clerk reported that he had chased the contractors for a completion date.

7. Tree Warden's Report
 
7.1 No report submitted by the Tree Warden.
 
7.2 Tree surgery  
7.2.1 Tree between playground and Teen Project. Quote requested.

7.2.2 On MSC Land. The Clerk reported that he had advised J. Field of the Borough Arboricultural Officer’s recommendations.  
8. Cemetery  
8.1 Metal gates. The new post had been installed and the side wing re-fitted.
P. Bayman expressed concern at the gap between the post and the hedge and that the gate hinge was loose preventing opening. It was agreed that the hinge be adjusted.

8.2 Inspections. Following the previous meeting, P. Bayman had carried out an inspection and submitted the report to the Clerk. A recent inspection had indicated nothing new.
It was agreed that the grounds contractor be requested to remove a sheet of scrap metal.

9. Playground  
9.1 Routine safety inspections. J. Shaw reported that she had carried out regular inspections but no new issues had been identified.
 
9.2 Maintenance.
 
9.2.1 Gate catches. Catches to be fitted to second pedestrian gate and vehicle access gate.

9.2.2 Senior climber. Safety mats to be installed when weather permits. Clerk
9.3 Disabled (special needs) access. The Clerk reported that the Government sponsored report was mainly applicable to the establishment of new playgrounds.
Compliance with the Act is still subject to discussion between the main bodies involved so it was agreed that no action be taken until there is clearer guidance available.
 
10. Six Acres
 
10.1 Disabled access to Tennis Courts. Quotes for path being sought by Tennis Club Chairman.
 
10.2 Disabled access to Bowls Green. As 10.1
 
10.3 Inspections. No report received.
 
10.4 Football goals. The Clerk reported that he had again written to the Football Club but had received no response.
Cllr. Merritt reported that the small goals had recently been moved away from the Six Acres but that the large goals had not.

11. Village Greens  
11.1 Signage of Greens. The Clerk was instructed to seek the History Society’s view on producing descriptive literature to assist with grant sourcing.

11.2 Moor Green.

11.2.1 No-Parking signs. Awaiting erection.
 
11.2.2 Vehicle access. The Clerk reported that he had viewed the site and felt that approval for a properly constructed splay with curbing would protect the Green from future damage.
P. Miller said that having viewed the site she withdrew her previous objections as she considered the road safety issues far outweighed the small loss of Green.
It was agreed that other members should view the site to facilitate a decision at the next meeting.

11.3 Attleton Green incursion. There appeared to have been no further progress with clearing. Cllr. Wilson agreed to contact the person responsible. JW
12. Grounds maintenance
 
12.1 Contract. Resolved that the contract be rolled on for 2004/5 at a cost of £4,956.74 ex. VAT. This price provided for facing hard back the hedge alongside the footpath behind the Teen Project that had not previously been included in the contract.

12.2 Churchyard nature reserve. The Clerk reported that the PCC had requested a reduction in the area of the reserve and that, on advice from Suffolk Wildlife Trust, it be cut to a height of 4-6 inches three times a year. Cllr. Wilson agreed to contact the PCC. JW
