Minutes of a Meeting of the Wickhambrook Parish Council Estates Committee
6th April 2004 at 7.30 p.m. in All Saints Church Meeting Room

1. Apologies for absence

2. Declarations of interest in agenda items
There were no declarations of interest.

3. Minutes of meeting of 9th March
The previously issued minutes were taken as read and signed.

4. Matters arising
There were no matters arising that were not otherwise on the agenda.
ACTION
5. Finance
 
No financial matters raised.  
6. Teen Project  
6.1 Routine safety inspections. The Clerk reported that he had carried out weekly inspections. No new safety issues had been noted.
 
The Borough Council Parks Dept. had made a routine inspection and reported the insecure fixing of the goal net. This was already in-hand with the equipment supplier. Clerk
6.2 Outstanding work. The Clerk reported that some had been completed and he was in discussion with the suppliers regarding the outstanding items.

7. Tree Warden's Report
 
7.1 The Clerk presented a report on behalf of the Tree Warden:
 
7.1.1 New trees in the Cemetery will be planted further from the hedge to allow for mechanical hedge cutting.  
7.1.2 Extra trees supplied in error will be donated to the school.
 
7.2 Tree surgery  
7.2.1 Tree between playground and Teen Project. Order placed.  
7.2.2 On MSC Land. Following discussion with J. Field the order for this work had been confirmed.  
8. Cemetery  
8.1 Metal gates. Options of closing the gap at the side of the gate or making it a pedestrian entrance were discussed. Agreed it be left in abeyance until the gate hinges are adjusted. Clerk
8.2 Inspections. P. Bayman had carried out an inspection:
 
8.2.1 The sheet of scrap metal had been removed.  
8.2.2 Large branches, presumably damage from the recent gale, were on the ground – contractor to be requested to remove. Clerk
9. Playground  
9.1 Routine safety inspections. The Clerk reported on behalf of J. Shaw that regular inspections had been carried out. No safety issues had been identified. The roundabout was noisy at some speeds – the Clerk had agreed to investigate. Clerk
9.2 Maintenance.
 
9.2.1 Gate catches. Catches to be fitted to second pedestrian gate and vehicle access gate.

9.2.2 Senior climber. Safety mats to be installed when weather permits. PM/Clerk

10. Six Acres
 
10.1 Disabled access to Tennis Courts and Bowls Green. Three quotes were considered and it was resolved that the quote from D. King & Son be accepted. The Clerk was instructed to place the order.

As the total cost of the gate previously installed on the Tennis Courts and the access paths would exceed the budgeted figure it was agreed that County Cllr. Midwood be approached for a Locality Fund grant.

10.2 Football.  
10.2.1 The Clerk reported that he had moved the goal off of the six acres.  
10.2.2 Cllr. Wilson reported that he had spoken to the Secretary of the Football Club requesting a response to letters sent and an indication of what the Club wants to do about a second pitch.  
10.2.3 Cllr. Wilson reported that the Carnival organisers had asked what the position would be regarding a five-a-side football match at the Carnival. He had explained the situation regarding the Football Club.
 
After discussion it was agreed that the Carnival organisers be advised that the ground is unsuitable but that if they wish to hold the match on the six-acres they would have to show evidence of adequate insurance cover. Clerk
10.3 Inspections. A. Mitchell had carried out an inspection:  
10.3.1 Ground needs reseeding following Teen Project works. The Clerk advised that he had requested a quote from the grounds contractor.  
10.3.2 Some rabbit holes which will be filled.  
10.3.3 With completion of the Teen Project, the public footpath alongside now appears to stop at a steep bank. The Clerk advised that the line of the footpath continues along the edge of the next field.  
10.3.4 Steps on the public footpath in need of repair. To be referred to Rights of Way.

11. Village Greens  
11.1 Signage of Greens. The Clerk reported that he had spoken to the Secretary of the History Society and there appeared to be interest in supporting the project. Letter to be sent detailing proposal and grant implications. Grant sources to be followed-up. Clerk
11.2 Moor Green.
 
11.2.1 No-Parking signs. Awaiting erection.

11.2.2 Vehicle access. Resolved, that in the interests of road safety, the application for access across the corner of the Green be approved with the proviso that a high curb be installed to prevent further incursion. Clerk
11.3 Attleton Green  
11.3.1 Incursion. This had been cleared.
 
11.3.2 Storm damage. A tree had been blown down and had been moved away. Stump removal and making good of the ground to be arranged. Clerk
12. Grounds maintenance
 
12.1 Churchyard nature reserve. Cllr. Wilson to contact the PCC.
