Minutes of a Meeting of the Wickhambrook Parish Council Estates Committee
3rd August 2004 at 7.30 p.m. in the MSC Clubroom

ACTION

Cllr. Walker was elected unanimously.
 
3. Declarations of interest in agenda items
There were no declarations of interest.
 
4. Minutes of meeting of 8th June
The previously issued minutes were taken as read and signed.
 
5. Matters arising
No matter raised.
 
6. Finance
 
6.1 1120 J. Crysell Repair to cemetery gate

7. Tree Warden's Report
 
The Clerk reported on behalf of the Tree Warden:
 
7.1 The Tree Warden hoped to attend a seminar in October.  
7.2 Additional free trees were being sought for planting around the village and at the school.  
8. Cemetery  
8.1 Inspections. P. Bayman submitted a report:  
8.1.1 Gutters at front of chapel need cleaning. The Clerk was instructed to arrange. Clerk
8.1.2 The rubbish bins outside the chapel had not been emptied and cuttings had been dumped adjacent. The Clerk was instructed to investigate the arrangements for clearing the bins. Clerk
8.1.3 The sheet of corrugated iron had reappeared. Clerk
8.1.4 Grave diggers equipment had been left adjacent to the North hedge. Clerk
8.2 Metal gates. The Clerk confirmed that the repair had been completed.  
8.3 Chapel security. The Clerk reported that the chapel door had been forced on two occasions. No damage had been done but the incidents had been reported to the police. The Clerk had made the doors more secure but more permanent work was needed. The Clerk was instructed to arrange this. Clerk
8.4 Old grave markers. After discussion it was resolved that no action be taken as the cost of permanent installation was likely to be prohibitive. However it was agreed that if the cemetery plan were to be available on the village website the details from the markers should be included. Clerk
9. Chuchyard  
9.1 Prior to the start of the meeting Cllrs. Walker and Merritt, P. Miller and the Clerk had made a site inspection as a result of which the following was reported:  
9.1.1 Potential hazards had been noted and a more detailed risk assessment was essential.  
9.1.2 The insecure memorials on the outer wall of the church had not been barriered as advised.  
9.2 Repair to gravestone. The Clerk reported that the work had been done this day. The repairers had identified two other insecure and potentially hazardous headstones and the Clerk had agreed to these being re-installed at the same time at an additional cost of £25 + VAT. This was approved.  
9.3 Maintenance responsibility. The Clerk reported that the PCC had been invited to the meeting but had not responded. His research of past Parish Council minutes appeared to confirm that the Parish Council had accepted responsibility for maintenance. Resolved that the PCC be invited to the next meeting so that this matter could be fully discussed. Clerk
9.4 Safety inspections. It was agreed that a full risk assessment followed by regular inspections was essential and should be discussed with the PCC.  
9.5 Public liability insurance. Position to be confirmed.

P. Bayman suggested that responsibility for the old cemetery and chapel might also need confirming. Clerk/PB
Resolved that the gravestone be laid down for safety while the questions of responsibility is investigated and a repair policy established.
Cllr. Bevan agreed to arrange for the laying down to preserve public safety.

10. Playground
 
10.1 Routine safety inspections. J. Shaw confirmed that she had carried out regular inspections and that no safety issues had been noted.
 
10.2 Maintenance.
 
10.2.1 Vehicle gate lock fitted.
 
10.2.2 Senior swings. The Clerk had installed the new chains and seats.

10.2.3 Senior climber safety mat. Awaiting installation. Clerk
10.2.4 The roundabout seats are deteriorating.  
10.2.5 Bars on the Junior Climber still moving in their collars. The Clerk agreed to inspect. Clerk
11. Teen Project  
11.1 Routine safety inspections. The Clerk reported that he had carried out weekly inspections. No safety issues had been noted.  
11.2 Outstanding work. The Clerk reported that the goal net had still not been installed nor had the minor remedial been carried out despite reminders to the equipment suppliers. He proposed writing to the suppliers suggesting that the work be carried out by a local contractor and invoiced to the supplier. This was approved. A percentage of the equipment cost is still retained.

11.3 Outstanding Sport England grant. Cannot be claimed until the project is fully completed but Sport England has confirmed that no immediate action is required. Amount less than retention.  
12. Six Acres  
12.1 Inspections. In the absence of A. Mitchell no report was available.
 
12.2 Disabled access to Tennis Courts and Bowls Green. Work completed.
 
12.3 Ground rents. Invoices issued.
 
12.4 Five-a-side football at Carnival. This had been held on the MSC area.
 
12.5 Future of the Bowls Club. situation outlined for the benefit of the lay members. Agreed that the lay members should attend the proposed meeting with the Bowls Club and MSC.  
12.6 Use by motor vehicles. The Clerk reported that he had received complaints of motorbikes being ridden on the recreation ground. He said that he was unaware of any prohibition but considered that if one were to be introduced it would have to apply to all motor vehicles. However he proposed to investigate the implications and insurance position further. Clerk
12.7 Access. P. Miller reported that the access road adjacent to the school had been obstructed on a number of occasions restricting vehicle access to the tennis courts. The Clerk commented that he was concerned that it could restrict access for service and, more seriously, emergency vehicles. Advice was awaited as to whether the access had been adopted by Highways. The Clerk was instructed to contact the adjoining property owner and the school. Clerk
13. Village Greens  
13.1 Inspections. In the absence of A. Mitchell no report was available.
 
13.2 Signage of Greens. The Clerk reported that he had written to the History Society seeking their assistance.
 
13.3 Moor Green. No-Parking signs awaiting erection.

14. Grounds maintenance
 
14.1 The Clerk reported that he had not contacted the grounds contractor regarding the area adjacent to the bowls green in view of the current discussion regarding the future of the facility. It was agreed that no further action be taken at this time.

The Clerk reported a request from the MSC, via the Parish Council’s representative, for assistance with the cost of repairing the fence between the car park and the recreation ground. The Clerk was instructed to seek quotes from the MSC for consideration at the next meeting. Clerk
