Minutes of a Meeting of the Wickhambrook Parish Council Estates Committee
11th November 2003 at 7.30 p.m. in All Saints Church Meeting Room

1. Apologies for absence

2. Declarations of interest in agenda items
There were no declarations of interest.

3. Minutes of meeting of 7th October
The previously issued minutes were taken as read and signed.

4. Matters arising
There were no matters arising that were not otherwise on the agenda.
ACTION
5. Finance
The following payment was approved:
 
5.1.1     120      EIBE-play LTD      Teen Project payment on account 25,000.00 No.2 a/c
The payment had been made between meetings to comply with agreed terms.
 
6. Teen Project
6.1 Fund balance £36,908.58 including all grants and pledges.
 
6.2 Grants drawdown  
6.2.1 Sport England. The necessary documentation had been sent but had been caught in the postal strike. The situation had been advised to EIBE. Clerk
6.2.2 Suffolk Environmental Trust. Documentation sent. SET makes payment direct to EIBE  
6.2.3 Leisure Services. Officer dealing on leave until 12th November Clerk
6.3 Installation  
6.3.1 Installation started on 22nd October  
6.3.2 Schedule confirmed as 3 weeks for basework, 1 week settling, 2 weeks equipment installation. All weather dependent  
6.3.2 Spoil removal. Will probably be used for site leveling  
6.3.3 Trees removal. Two small trees had been removed and 2 others pruned.  
7. Cemetery
7.1 Metal gates. Quote being obtained.

7.2 Inspections. P. Bayman had inspected the Cemetery on 11th November - report tabled:
 
7.2.1 Overhanging branches on weeping Ash had been removed. Yew near boundary would benefit from light pruning.  
7.2.2 Metal gates. The side panel had been removed  
8. Playground
8.1 Routine safety inspections. J. Shaw reported she had carried out regular inspections but no new problems identified.

8.2 Maintenance.
 
8.2.1 Gate catches. Catches to be fitted to second gate pedestrian gate and vehicle access gate

8.2.2 Junior swings. The Clerk had installed the new seats installed
 
8.2.3 Senior climber. Two safety mats ordered, £26 each ex. VAT , carriage extra Clerk
8.2.4 Junior climber. The Clerk had adjusted the securing cam at one end of the insecure bar. The bar appeared secure but if not then a second securing cam can be adjusted although this will require substantial dismantling to gain access.  
8.3 Disabled (special needs) access. J. Shaw presented a report on the RoSPA and Wicksteed documentation which indicated that hard surfaced paths would be required to the playground and to all equipment together with tactile/audible signage. The deadline for compliance appears to be October 2004. The cost of compliance would be very high.
It was agreed that the Clerk should seek further advice from the Borough Parks dept. etc.

9. Six Acres
9.1 Agreements for sports facilities. The Clerk reported that all agreements had been signed

9.2 Personal injury claim. No further information received
 
9.3 Inspections. A Mitchell reported his inspection of 11th November Clerk
9.3.1 Rabbit holes filled with soil
 
9.3.2 Steps at north-east corner removed
 
9.3.3 Considerable dog excrement particularly along the rear footpath. The Clerk was instructed to contact the Dog Warden to discuss additional signage/bins. Clerk
9.4 Broken drainage pipes. The Clerk reported that the landowner had responded that the pipes would be made good.  
10. Village Greens
 
10.1 Inspections. A. Mitchell reported on his inspection of 11th November  
10.1.1 Attleton Green. Nothing new noted.
Cllr. Wilson commented that some trees may need further pruning – recommendations of St Edmundsbury Arboricultural Officer and Suffolk Wildlife Trust to be re-considered.

10.1.3 Genesis Green. Nothing new noted.

 
10.1.3 Moor Green. Hedgerow still needs tidying.
