2. Minutes of Meeting of 22nd July
The previously issued minutes were taken as read and signed.
 
3. Matters arising.
There were no matters arising that were not otherwise on the agenda.
 
4. Declarations of interest in agenda items.
 
There were no declarations of interest.
 
5. Reports  
5.1 County Cllr.
 
5.1.1 Safety to school. Little use being made of the walking route via Thorns Close and the footway.  
5.1.2 Speed checks – Lidgate. Have shown that most speeding problem is at the Newmarket end of the village.  
5.1.3 Speed checks – A143. Minuteman checks being made for comparison before and after introduction of 40 mph limit.  
5.1.4 Speeding motorcycles. Concerned at speed on A143, B1073, church road and Cemetery Road on Tuesday evenings. The Clerk was instructed to refer to the Community Beat Officer. Clerk
5.1.5 Police cover. Concern that both officers based at Clare were on leave at the same time had been discussed with sector Commander Jepson.  
5.1.6 Other matters reported under minute 12.
 
6. Clerk’s Report
 
6.1 Local Transport Plan consultation. Circulated. A joint response had been prepared from individually completed questionnaires. A summary of the outcome of the consultation had been received and would be circulated.

6.2 Removal of BT payphones. Circulated. Information from BT was that payphones cost, on average, £1,000 p.a. to maintain. The payphone at Ashfield Green had 45 chargeable calls recorded for the past quarter and that at Genesis Green no calls.
 
6.3 Suffok ACRE newsletter. Circulated. Noted.
 
6.4 Wildlife Trust courses. Circulated. Noted.
 
6.5 Local Transport Plan 2004 progress report. Circulated. Noted. No response to feedback form required.
 
6.6 SALC newsletter. Issued. No action required.
 
6.7 Periodic Electoral Review – final recommendations. On circulation.
 
6.8 Health Service PPI Forums. On circulation.
 
6.9 Cleaner Neighbourhoods consultation. On circulation.

7.2 The following income was received:

7.3 Disputed electricity bills. The Clerk reported that this had still not been resolved. Clerk
8. Planning  
8.1 The following applications had been considered by the Parish Council on circulation:  
8.1.1 SE/04/2692/P – Attleton Farm, Attleton Green – change of use – no objection  
8.1.2 SE/04/2810/P – land adj. Landmark, Coltsfoot Green – outline dwelling –  
          Although there had been differences in opinion, the application had been returned too late for a meeting to be called to discuss it. With the Chairman’s agreement the Clerk had therefore referred questions raised to the Planning Officer vis. suitability of ‘infil’ description, possible impact on existing road drainage problem, protection of right of way and need for septic tank sewerage.
 
8.2 The following applications granted/refused by the Borough Council or withdrawn were noted:  
8.2.1 SE/04/1765/P – Black Horse Farm, Ashfield Green – change of use – granted  
8.2.2 SE/04/2324/P – Lady’s Green Farm – extension – granted  
8.2.3 SE/04/2458/P – Vi-mar, Wash Lane – extension – granted
 
9. Estates Committee  
Minutes of meeting of 3rd August had been issued. No matters were raised. It was agreed that the date of the next meeting be 14th September not 7th as provisionally set. Clerk
10. MSC representative’s report  
10.1 There had been no trustees meeting.  
10.2 Use of Pavilion for meetings. Allocation of a key had been agreed with the Booking Manager. Future bookings to be arranged.

11. United Charities representatives report  
11.1 Decoration. Completed internally but external work delayed by weather.  
11.2 Tenancies. Cannot be finalised until works completion date is confirmed.
 
12. Hedges, Verges, Roads and Drains  
12.1 Thorns Close drainage sump. Work started on drainage piping across the corner of the six acres and adjacent to the tennis courts.  
12.2 Meeting Green hedges. County Cllr. Midwood referred to complaints about the overgrown condition of the hedges. The Clerk advised that some cutting had been carried out. It was not clear whether complaints had superseded the cutting.  
12.3 Roadworks outside school. Although it was not clear what was being done, County Cllr. Midwood expressed concern that any alteration to the road might result in increased parking opposite the school and in the entry to Mole Hill.
 
13. Rights of Way  
13.1 Cutting of footpaths. Crossfield paths had been opened. County Cllr. Midwood voiced concern at the tone of the letter to landowners from Rights of Way Officer.

14. Neighbourhood Watch  
Cllr. Sumner reported that he had contacted the Neighbourhood Watch Co-ordinator who had indicated his intention to continue in post until some unspecified date. The Co-ordinator reported that he was still not being kept informed of crimes and frequently only learnt about them through hearsay. He also said that he had approved a leaflet to increase involvement in Neighbourhood Watch at the end of 2003 but that nothing had happened since. The Clerk was instructed to express concern to the Sector Commander. Clerk
15. Bowls Club  
15.1 Borough Cllr. Redwood reported on an inspection carried out by the St Edmundsbury Head Groundsman. The Green had been assessed as in poor condition, probably due to lack of maintenance expenditure. Remedial work – spiking and scarifying, top-soiling, seeding and feeding – estimated to cost £2,085 in first year. Subsequent maintenance costs estimated at £1,825 p.a. excluding routine mowing which is assumed to be done voluntarily by club members.  
15.2 Borough Cllr. Redwood had contacted Bury Bowls Club who had offered to advise on possible approaches to increasing club membership.  
15.3 Resolved that the future of the Bowls Green be discussed within the Estates Committee meeting on 14th September. Representatives of the Bowls Club and MSC to be invited to attend. Clerk
16. SALC AGM report  
It was agreed that as the AGM had been fully reported in the SALC newsletter it was not necessary for Cllr. Sumner to give a detailed report. Cllr. Sumner commented that he had found the meeting very interesting particularly the Chief Constable’s report showing Suffolk to be the second safest county despite a cut in the policing budget.

It was questioned whether the installation of a roadside vehicle access mirror requires planning approval.
